Woman thinks it's a bad idea. She provides two examples to support her opinion.
First, increasing garbage can to deal with the situation is more logical than banning the food carts. Also, she points out that there is no enough garbage can to deal with the situation.
And second, food carts sold junc food but they also sold other food. So, they cannot just rip up the food carts.
That's why she thinks it's a horrible idea.
