The article is about test customer, which the passage defines as the outsider fairly asses employees with no prejudice.
The professor provides an example of restaurant manager.
The manager evaluated the employees by himself. Since the employees are ware of being evaluated so they put an act. The evaluation result is not objective. So he hired some to act as customer and evaluate the staffs by acting like regular customer and then report the result to manager.
And so the example clearly illustrates the concept of test customer.
